Electrical Certificate of Compliance

For electrical contractors/workers. All electrical contractors and workers must complete examination and testing of the installation work as required by AS/NZS 3000 and the Electricity Act 1996 . A record of the results of the tests for verification purposes should be maintained. These test results may be entered on the ECC.

The Certificate of Compliance Form

1. Owner/Occupier details
Please include the owner/occupiers name, address, and phone number. These details must be completed accurately in full, with no abbreviations used for suburb or town names.

2. Date of electrical work
The start date and date that the electrical work was made available for energisation.

3. Section A - Description of electrical work
It is important that you give a very clear and complete description of the work that you examined and tested as required by the  Electricity Act 1996 . Under the Act you are required to keep the ECC form for five years and from your description you must be able to determine, over that time period, what work you certified for the installation. If the certificate is used to describe in detail defects of an electrical installation the certificate should be renamed 'Certificate of Non-Compliance'.

Description examples:

1. New domestic installation - builders supply:
   • 4x16mm2 underground consumer mains
   • Metering facilities (domestic & off peak hot water tariff)
   • Main switchboard circuits: provide details of electrical equipment ie RCD, circuit breakers and fuses
   • Earthing system & equipotential bonding
   • Subcircuit, 1-15A single phase socket outlet on main switchboard
2. Alterations to a domestic installation comprising new consumers mains, relocation of meters from inside to outside, the installation of new switchboard inside and reconnection of existing load:
   • 4x16mm² underground consumer mains
   • Metering facilities (domestic & off peak hot water tariff). 3x16mm² metered mains, from meter position to inside switchboard.
   • Main switchboard
   • Earthing system & equipotential bonding.

This space can also be used to detail any other issues or recommendations made to the customer.

4. Section B - Defects observed
This space is provided to record any defects, not associated with your work that you have noticed, but have not been rectified.

5. Certification
This section must be completed with all details and signed in two places.

1. By the Registered Electrical Worker personally carrying out the examinations and tests and before the installation is made available for energisation.
2. By the Registered Gas Fitter/Plumber before the installation is made available for connection if applicable.
3. By the Contractor/Authorised Person once satisfied that the standards and requirements of the Act have been complied with.

If the work is being done by a sole operator then both the Contractors section and the Registered Worker section must be signed by the sole operator.

6. Copies
The first copy is the 'ORIGINAL - OWNER'S OR OCCUPIER'S COPY'

• tear it off and give it to the owner/occupier within 30 days of making your work on the installation available for energisation.

The second copy is the 'NETWORK OPERATOR'S COPY'

• tear out and give it to the network operator if they are involved. Where a replacement water heater has been installed, give this copy to SA Water Corporation.

The third copy is the 'CONTRACTOR'S COPY'

• this copy must be kept at the business premises of the person to whom section 61 of the Act applies for at least 5 years after the installation was made available for energisation. You may be requested to show this copy as part of a safety audit. It may be a valuable record, when required, to protect you from future potential litigation.
