The SA Strategic Plan requires Government to improve the energy efficiency of its buildings by 25% on 2000/2001 levels by 2014 (target T3.13).  As at 2006/2007, overall government energy efficiency had improved by 8.77 per cent.

The 2006/2007 Annual Energy Efficiency report, which reports on progress to this target, is available for download as a PDF.

Data for the Annual Energy Efficiency report was collected using OSCAR (Online System for Comprehensive Activity Reporting).  OSCAR is maintained by the Federal Department of Climate Change for use by State and Territory Governments, and businesses who choose to report on their energy and emissions via the Greenhouse Challenge program.

Independent Verification

Performance under the Energy Efficiency Action Plan is to be independently verified and publicly reported as detailed in Action 5: Verification and Reporting of the Energy Efficiency Action Plan.

The independent verification report process aims to provide assurance concerning the accuracy and robustness of the performance being reported by Government. Ernst and Young undertook independent verification of performance in 2007. The report contains a summary of the independent verifier’s view of the credibility of reporting of energy use by the portfolios interviewed, any observations of means of improving the credibility of the information reported and recommendations on any opportunities to improve the reporting process.

Government Energy Efficiency Action Plan

On the 19th of November 2001 Cabinet approved an Energy Efficiency Action Plan, defining minimum energy efficiency measures in government operations.

The measures cover construction of new government buildings, major refurbishment projects, operation and maintenance of government assets, equipment procurement policies and vehicle fleet use.

An Energy Efficiency Reference Group, chaired by the Department of Premier and Cabinet and Energy Division, has been established to monitor the implementation of the Action Plan. All Government agencies are represented on the Reference Group.

Renewable Energy Purchase

On October 14 2006, the Premier announced that the South Australian Government will be purchasing enough Green Power to meet 20% of its energy needs by January 1, 2008.

Climate Change

The Department of Premier and Cabinet's Sustainability and Climate Change Division is tasked with implementing the South Australian Government's commitment to make South Australia the first state in Australia to ensure a legislated requirement to reduce greenhouse gases by 60 per cent by 2050. In May 2007, the Premier released Tackling Climate Change: South Australia's Greenhouse Strategy, 2007-2020. The strategy outlines specific goals and targets towards reducing greenhouse gas emissions in the State, and the South Australian Government's leadership in dealing with climate change.
